Uzbekistan Launches a New Five-Year Donation-Based Golden Visa

On April 18, 2025, Uzbekistan announced a new residence permit pathway through Presidential Decree PF-67, scheduled to take effect on June 1, 2025.

The new program offers a five-year residence permit to foreign nationals and stateless persons in exchange for a one-time donation of $250,000 to a government-designated account.

Each dependent (spouse, child, or parent) requires an additional $150,000 contribution. While the program is streamlined for individuals, it may be cost-prohibitive for families compared to other active routes.

This donation-based model does not require business formation or real estate acquisition and has no nationality restrictions, making it widely accessible.

The Current Investment Migration Framework

With the introduction of the donation route, Uzbekistan now offers three distinct legal options for foreign nationals seeking long-term residency:

  • Investment Visa Route –A business investment of $250,000 to $3 million for a renewable residence permit for 3 to 10 years, with no additional cost for dependents.
  • Real Estate Route – Property purchases starting from $100,000 to $300,000 depending on location.
  • New Donation Route (PF-67, 2025) – A $250,000 donation by the main applicant and $150,000 for each dependent for a five-year residence permit.

Program Implementation Timeline and Requirements

The new program will officially open from June, but it cannot be used until the Cabinet of Ministers and the Ministry of Internal Affairs release a resolution detailing:

  • The designated treasury or bank account to receive donation payments
  • Official wiring instructions and currency acceptance terms
  • The application process, including forms and supporting documents
  • Anti-money laundering (AML) and identity verification requirements
  • Renewal rules for residence after the initial five years
  • Whether time under this permit counts toward naturalization eligibility

Until these implementation details are finalized and publicly released, no legal payments can be accepted, and the application process remains paused.

However, the legal framework is already in place, and applicants can begin preparing documentation and funds in anticipation of the June launch.
