The Portugal D2 visa is designed for people who want to open a new business in Portugal, set up a Portuguese branch of an existing business, or move to Portugal to run a business that’s already here. The D2 visa is also known as an entrepreneur visa.

Like Portugal’s other visa pathways, the Portugal D2 visa is aimed at third country nationals from outside the EU/EEA or Switzerland.

Unlike the golden visa, the D2 visa does not require any hefty investment. The Portugal D2 visa is an interesting choice for those looking to open a business in Portugal.

Portugal D2 – Entrepreneur Visa Legal Basis

The Portugal D2 Visa, also known as the Entrepreneur Visa, is governed by the Portuguese immigration law under the framework established by Law No. 23/2007, of July 4, which regulates the entry, stay, exit, and removal of foreigners from Portuguese territory. The specific provisions applicable to the D2 Visa can be found under Article 60 of the said law, which outlines the conditions for residence permits for entrepreneurs, independent professionals, and immigrants with entrepreneurial projects.

Costs of Portugal D2 – Entrepreneur Visa

The applicant needs to have an existing company operating in Portuguese territory; or hold the necessary financial resources in Portugal to demonstrate that you intend to set up a company in Portuguese territory. There is no exact figure in the legislation for “necessary financial resources”, but it is recommended that you have funds in the order of €15,000. In addition, you will be required to hold personal maintenance funds to meet the minimum wage rate in Portugal to support yourself and your family members.

Application Process For Portugal D2 – Entrepreneur Visa

The expected timeframe for the application process is 6 months. The first stage of the document collection can differ in length depending on the applicant’s ability to gather the documents. Our team guides this process with samples and best practice advice. The reviewal stage is subject to the respective Government schedule and can be impacted by factors which we, as authorised agents have no control over. Savory and Partners collaborates with the Government throughout the entire process, and we aim to provide the quickest and smoothest experience for the applicant.

  • Step 1
    Savory and Partners will have an initial consultation meeting with the applicant where we will check that you are able to satisfy the general eligibility requirements for the D2 visa.
  • Step 2
    The applicant will have to make a down payment for our professional fees and sign an engagement agreement with Savory and partners to provide them with assistance and advice throughout their application for the D2 visa application.
  • Step 3
    Savory and partners will help you to obtain your TIN (NIF) number, open a personal and company bank accounts, incorporate the business in Portugal and prepare a detailed business plan and thereafter the applicant will have to transfer the capital to his company and personal bank accounts.
  • Step 4
    The applicant will have to submit their visa application with VFS, Portuguese Embassy or Consulate in their country of residence.
  • Step 5
    The applicant will have to travel to Portugal and make an appointment with SEF for the residency permits once the visa is granted. The residency cards will be issued within 60 days (about 2 months) after the SEF appointment.
  • Step 6
    The residency card is initially granted for two years and then renewed for 3 years after which the applicant can apply for Permanent residency or citizenship in Portugal if they meet the requirement. Pass a Portuguese language test (level A2) and demonstrate links with the national community e.g., through membership of a club or society.
